Engineer Tech II


JOB SUMMARY: Reports directly to the Programming & Planning Manager. Provides all information and responses for Air Staff information requests (taskers) on all facility programming subject matters (MILCON, Sustainment Restoration & Modernization (S/R&M), Medical, Non-Appropriated Funds (NAF), Focus Funds, and Demolition, as well as all other Air Staff developed initiatives. Provides project programming tasks to include implementing processes to convert work orders to programmed projects. Prepares detailed responses for all programming taskers. 

PRIMARY DUTY: Programs, organizes, and ensures that Civil Engineering complies with legal and regulatory requirements, to include DD Form 1391’s. Researches, interprets, analyzes and applies proper Air Force Instructions (AFI’s) Unified Facility Criteria (UFC’s), U.S. Code, guidelines, pamphlets, policies, letters, etc. Implements policies and procedures for accomplishment of MILCON, S/R&M, MFH, Medical and NAF design and construction or other design and construction management options are available. Implements metrics and analyze systems to ensure actions are timely and reviewed at critical points. 

Attends the Weekly Work Request Review Panel (WRRP). Performs self-inspection and presents a detailed and comprehensive report with any corrective action taken to Programming & Planning Manager. Follows-up to ensure complete and quality resolution of discrepancies. Monitor the coordination/approval process for converting work requests to contract projects. Implements tracking procedures for all taskings and packages in coordination. 

SECONDARY DUTY: Prepare various reports to communicate status and historical information. Reviews project programming policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Develop an excellent knowledge of the Automated Civil Engineer System (ACES-PM) database and DISCOVER report writing. Create Programming level cost estimates for future programmed projects. 

ADDITIONAL DUTIES: Develop, plan and justify a capital improvement program for USAFA facilities, to include additional duties in direct support of departmental mission requirements. 

EXPERIENCE: Experience in Air Force Civil Engineering organization to include programming, design, and/or construction. Knowledge of the Civil Engineering and Air Force funding processes. Key funding sources include MILCON, O&M (S/R&M) and NAF. NAF funding includes privately funded and donor-funded projects. Have a working knowledge of Geo-Base, and Microsoft Software (EXCEL, WORD, Etc.). 

EDUCATION: BS degree preferred in Architecture or Engineering from an ABET-accredited university program preferred. 

REQUIRED CERTIFICATIONS: Must possess and maintain a valid Colorado Driver’s License. Must provide an official DMV report. Able to receive and maintain a favorable Local Background Check (LBC) and National Agency Check (NAC) as applicable to the position requirements, current and future.
