Job Description

Responsible for supporting Earned Value Management Systems (EVMS) requirements resulting in effective technical, cost and schedule integration for System Test and Resource Sustainment (STaRS) task orders and potentially other organizations at the Missile Defense Integration and Operations Center (MDIOC), Schriever AFB on the Integrated Research and Development for Enterprise Solutions  (IRES) contract.  STaRS conducts ballistic missile defense system ground test planning, integration, and execution, as well and test infrastructure resources sustainment activities and Modeling and Simulation Web Services for missile defense customers.  Act as Control Account Manager (CAM) to oversee and manage multiple control accounts and contribute to the development and timely delivery of task order proposals and modifications. Collaborate with IRES Project Managers in planning initial baseline artifacts to include Integrated Master Schedule (IMS), time-phased budgets, bill of materials (BOM) and other direct cost (ODC) spend plans. Meet monthly IRES requirements on the development and timely delivery of baseline change artifacts, estimate to complete forecasts, variance analysis reports (VAR) and contribute to program reviews with the customer. The successful candidate will provide support and gain experience to the following activities: earned value management, project planning, integrated schedule and risk management, procurement management, scope management, project execution, project monitoring, and control and stakeholder management. Must be proficient in the use of MS Project and Excel in a complex and dynamic environment. Candidates must also demonstrate proficient communication skills facilitating contract performance reporting and reviews, collaborating with scope execution teams; facilitate approval boards and customer program management reviews.



Basic Requirements: Candidate must have a HS or GED with 8 years of general experience or an Associate's degree and 6 years of general experience or a BS/BA with 4 years of general experience. Requires 4 years of directly related experience as described in the description of duties.  Experience must include using Microsoft Project and MS Office Suite (Excel, PowerPoint, and Word. Must be able to obtain a DoD SECRET clearance.


Preferred Requirements: 6 years of project scheduling experience and expert proficiency in Microsoft Project or Project Server.  Experience using Schedule Health Analysis tools and Schedule Risk Assessment tools and working knowledge of EVMS guidelines and processes.
